H3-10.0-Smart force-charge throttled — total grid import seems capped at ~11 kW, can't find the setting
Hoping someone can point me at what I'm missing, because I think I've worked through all the obvious settings.

SYSTEM

FoxESS H3-10.0-Smart (3-phase hybrid)
42 kWh HV battery
3-phase supply, 63 A per phase
Solar
EV charger (3-phase, ~11 kW) wired so it is metered as house load via the main CT
Location: Australia (AS4777, Energex/QLD)

WHAT I'M TRYING TO DO
Force-charge the battery from the grid at its full rate (~10 kW), ideally while the EV is also charging. My supply has plenty of room on paper — battery (~14.5 A/phase) plus EV (~16 A/phase) is only ~30 A/phase against a 63 A/phase service.

SYMPTOM
During a force charge, the battery won't pull its full rate whenever there is significant house/EV load. It behaves exactly as if total grid import is capped at around 11 kW, with the battery only taking whatever is left under that ceiling.

The relationship holds across every reading I've taken (battery charge = grid import + solar − house load):

High house load: Home 10.3 / Solar 2.87 / Battery 4.12 / Grid import 11.5
Medium house load: Home 8.12 / Solar 2.84 / Battery 5.48 / Grid import 10.8
Low house load: Home 1.44 / Solar 2.13 / Battery 10.1 / Grid import 9.4

That last line is the key one. When the house load dropped right off, the battery immediately jumped to its full ~10 kW and grid import was only 9.4 kW — i.e. the battery reached its own DC limit before the import ceiling even came into play. So the hardware can clearly do full rate. It's only throttled when house + EV load is high, in a way that holds total grid import at ~11 kW.

WHAT I'VE CHECKED AND RULED OUT

Work Mode: Mode Scheduler -> Forced Charge (confirmed, not the basic Grid Charge toggle)
Charge Power from grid: 39000 W
Force-charge Import Limit (in the Mode Scheduler): 39000 W
ImportLimitCur (inverter panel -> On-Grid -> Export Control): 31.7 A (~22 kW equivalent, so not the binding limit)
Max Charge Current: 50 A (hardware max)
Balance: disabled (balanced mode)
Battery is healthy — SoC climbs normally and it accepts the full ~10 kW when house load is low
I could NOT find an "ImportLimitPwr" anywhere under Export Control on my firmware. Only ImportLimitCur is present there.

THE TWO REAL CEILINGS I CAN SEE

The battery's own intake, ~10 kW (50 A DC), which is shared between solar and grid.
An apparent ~11 kW TOTAL grid-import limit that throttles charging when load is high — and I can't find where it is set.

MY QUESTIONS

Where else could a ~11 kW total grid-import limit live? Is there a device-level or installer-level import POWER limit separate from the Mode Scheduler one, and if so, is it in the app, the web portal, or the inverter panel?
The ~11 kW figure is suspiciously close to the inverter's 11 kVA apparent-power rating. Does H3 firmware self-limit total grid import to its own apparent-power rating, or is that a coincidence?
Could a CT / meter scaling issue make the inverter mis-read total import and throttle like this? My EV is metered as house load through the main CT.
Is there anything AS4777 / DNSP-related set at commissioning that would impose a site import cap?

Happy to provide firmware versions and any other readings on request. Thanks in advance.
Re: H3-10.0-Smart force-charge throttled — total grid import seems capped at ~11 kW, can't find the setting
I can only tell you on my own KH7 (single phase) that it will allow the grid power to hit 63A (63A x 230V = 14,490W) where I can see the following.

Grid Import 14.32kW
Battery Charge 6.27kW
Load 8.05kW

So I dare say you should get higher.

I wonder if there is a firmware bug or as you say, maybe a setting that needs adjusting?
Check here to see if anything jumps out in the firmware notes (out of date, as usual) https://fox-ess.tech/firmware-release-notes/
