Battery not discharging under 97% SOC

Good afternoon everyone,
I recently acquired an H1-7.5-US inverter for a simple time-shift setup. The batteries are intended to store energy during peak PV generation and discharge in the evening. The system is not required to operate in zero-export mode, and off-grid mode is disabled.
I experienced some issues initially, but I was eventually able to get the system running. However, after a couple of days, the inverter stopped discharging the batteries below 97% SOC. Once this level is reached, the batteries begin to slowly charge (approximately 1 kW) up to 100%, and then discharge back down to 97%. This cycle repeats until the scheduled discharge period ends, effectively making the batteries unusable for the intended purpose.
I tried changing the EMS mode (Manual, TOU, and TOU with Export Compensation), but the behavior remains unchanged. The system is currently set to Manual mode (screenshot attached).
I also contacted local customer support several times, but the guidance has been inconsistent. One technician advised me to disconnect the CTs, stating that they are only required for zero-export operation. Another technician later advised reinstalling the CTs, claiming they are necessary for the inverter to export energy.
