Blackout protection quoted but not installed?

I purchased a system - inverter & batteries from a large national supplier.
In the quote was "Blackout Protection for Essential Circuit".

My understanding was that we would have battery power in event of losing grid power.

We have had three grid outages and lost power completely.

How can I tell if it has been installed. What do I look for? Does it need configuration?

Supplier will no longer speak with me. Installer does not answer phone calls, probably gone out of business.

From what I understand, there will be a special circuit on your switchboard for blackout. And there will be a separate cable connection running from the bottom of your inverter for blackout protection. That cable goes to your switchboard and to that special circuit, which detects if there is no grid power and switches to using the battery power.

My original quote also included blackout protection. But when I had to get it revised I didn't notice that the free blackout protection was removed. Actually my installer thought it was included, but my setup was too complex and would have had to pay more to get what I'd prefer. So I thought I would leave it for now and ask for credit in return. That's when I discovered it wasn't actually in my new quote that I signed up for. I managed to get a little discount from them, but not the full amount.
